Peter T. Young - Past Experience
Peter Young was born and raised in Hawai`i. His parents were born and raised in Hawai`i, too. His grandfather on his father’s side was Jack Young; in 1900, he and his brothers came to Hawai`i and formed Young Brothers. Peter’s great-great-great grandfather on his mother’s side was Hiram Bingham; he arrived in Hawai`i in 1820. Later that year, Hiram and his wife Sybil had a daughter, Sophia, the first Caucasian girl born in Hawai`i. His roots are deep in Hawai`i.
His family made frequent vacation visits to the Big Island and in the mid-1960s built a vacation home in Kona. He graduated from the Hawaii Preparatory Academy in Waimea.
Young moved back to the Big Island in 1975 after graduating with a business degree, majoring in real estate, from the University of Hawai`i. He has owned and operated various businesses relating to real estate sales, property management and appraisal. In addition, he recently sold a wine wholesaling business that he owned and operated for over 5-years.
Peter Young is the past president of a Big Island Business Council, Kona-Kohala Chamber of Commerce and Kona Board of Realtors. He was a Red Cross Statewide Board member for 10-years and Chair of the Red Cross West Hawaii Advisory Council for 8-years. He was president of the Waimea Community Association for 10-years, North Hawaii Public Safety Committee for 7-years and served as Aid Stations Director for the Ironman Triathlon for thirteen years.
During the course of his 25-years in private business, Young successfully operated a variety of small businesses typically relating to real estate sales, property management, consulting and appraisal.
As Deputy Managing Director with Hawai`i County, Young faced a multitude of County issues and challenges on a daily basis. He was the third highest administrator for Hawai`i County.
The Mayor’s Office of Management supervised the administrative functions of all agencies, departments, boards and commissions in the County, overseeing an operating budget in excess of $205-million and over 2,000 employees. As the only cabinet member stationed in West Hawai`i, Peter had island-wide responsibility with a focus of activity on West Hawai`i issues, programs, facilities and personnel.
As Director/Chairperson of the Department of Land and Natural Resources (DLNR), Young managed, administered and exercised control over public lands, the water resources, ocean waters, navigable streams, coastal areas, and minerals and all other interests therein.
Young also managed and administered the state parks, historical sites, forest, forest reserves, aquatic life, aquatic life sanctuaries, public fishing areas, boating, ocean recreation, coastal programs, wildlife, wildlife sanctuaries, game management areas, public hunting areas, natural area reserves, and other functions assigned by law. The DLNR also provides a central repository of all instruments of conveyances.
Real Estate Related Experience
Mr. Young prepared appraisal, appraisal review, planning, feasibility, property analysis and market analysis reports on a variety of properties and regions throughout the State. He has been actively involved with several land use master plans for regions and properties in a variety of areas as a consultant and member of planning teams.
In addition to general appraisal and market analysis services, he provided consulting services helping developers and others in the region with various levels of assistance on their developments and plans. These included community input and review, market analysis, feasibility, master planning, plan implementation, scheduling, documentation, permit processing, land use condition compliance and general support, as needed.
Marketing and Management Experience
Mr. Young was initially licensed as a Realtor in 1975. In the course of his experience he was the owner and Principal Broker of a staff of over 45 real estate licensees in two offices. In addition, he owned and operated a real estate property management company that marketed and supervised long-term and vacation rentals. The business included management of transient accommodation condominium units, supervision of condominium associations and commercial property management and leasing.
Appraisals and Property Analysis Experience
For approximately 15 years, he prepared appraisal and property analysis reports on a variety of properties throughout the State including all parts of the Hawai`i, O`ahu, Lana`i, Maui, Moloka`i and Kaua`i.
Young was issued a certificate becoming one of Hawai`i’s first State Certified General Real Estate Appraisers (CGA-15). He was a senior member of the National Association of Real Estate Appraisers (NAREA) and a designated Certified Real Estate Appraiser (CREA). He has been admitted on many occasions into several State Circuit and District Courts, Los Angeles Superior Court and Federal Bankruptcy Court.
Planning Experience
North West Hawai`i Open Space and Community Development Plan
Mr. Young participated as a sub-consultant for the County of Hawai`i’s “North West Hawai`i Open Space and Community Development Plan”. His participation included market analysis and feasibility, and also dealt with community input, reaction and interpretation. He served on the core planning team.
Puna Community Development Plan
He served in a sub-consultant capacity on the Puna Community Development Plan team. His participation included infrastructure identification, feasibility, economic analysis and implementation alternatives.
Ke`ahole to Kailua Sub-Area Development Plan
Mr. Young served as a member of the core planning team working with the Hawai`i County Planning Department and provided Market Analysis, Infrastructure Funding Alternatives and Financial Feasibility support for the Department's Keahole to Kailua Sub-Area Development Plan. These related primarily to the various development alternatives, participation in the identification of infrastructure needs, the level and possible sources of funding required to develop the necessary infrastructure in, and impacted by, the development within the planning areas and the impact of this expenditure on the economic feasibility.
Ke Kumu Affordable Housing Project
He prepared a Market Analysis and Appraisal Report on the proposed Ke Kumu project at Waikoloa. Ke Kumu is a 48-unit, 2-bedroom/1-bath apartment rental complex that will be 100% applicable to the HFDC low rent levels. The project is situated on an approximate 9-acre parcel in Waikoloa, South Kohala.
Affordable Housing Project Master Plan for Waikoloa
Mr. Young was on a sub-contract with the Office of Housing and Community Development to prepare a Market Analysis and Marketing Plan and Economic Analysis and Feasibility Plan for the County's affordable housing project in Waikoloa.
Department of Hawaiian Home Lands Master Plan at Kawaihae
He was a sub-consultant and assisted in the DHHL Master Plan at Kawaihae. The Master Plan for DHHL’s Kawaihae lands includes: (1) a very long range conceptual plan for the entire 10,000-acre tract; and (2) a 10-year plan for approximately 3,500-housing units, associated community facilities and related commercial and industrial development.
Kealakekua Development Corporation Master Plan
Mr. Young served on the Planning Team and sub-consultant of the Kealakekua Development Master Plan. The project involves approximately 10,000-acres in the South Kona District of the Island of Hawai`i. Included in the overall plan are residential units (single-family, multi-family and agricultural properties), commercial and golf course uses. The market analysis included identification and review of general and primary economic market sectors, site characteristics of the various properties within the planning area and, based on this review, major potential uses of the various properties were identified.
